With over 20 years of experience in project design and coordination, I have led initiatives in education, mental health, social inclusion, and cultural identity, focusing on Romanian and Eastern European communities in the UK. My work combines community development, youth empowerment, and advocacy, delivering sustainable projects that strengthen resilience, promote equity, and create long-term social impact.

Founder – Project Management Experience and involvement

Bedfordshire and Luton Community Foundation – Mentorship & Early Intervention (2025)
The project supports mental health and families with children by mentoring leaders from Romanian, Ukrainian, and Polish communities. It creates peer support networks, collaborates with schools for early interventions, and strengthens bonds among Eastern European communities to prevent crises from escalating.

Luton Council – Safe Minds, Safe Communities (2025)
This initiative aims to prevent hate, extremism, and radicalization through community-based educational sessions, resilience-building, and digital safety training. The project targets vulnerable families, equipping them with the tools needed to identify and counter extremist narratives.

Luton Council – Fairness Taskforce (Enabler Role), (2024–2027) 

As part of the Fairness Taskforce, Enablers bring community insight and lived experience into decision-making for a fairer Luton. Working with the Council’s Social Justice Unit, Public Health, the Young Foundation, BLCF, and the University of Bedfordshire, they help shape community forums, the Theory of Change for Fairness, funding programmes with VCFSE partners, and practical models for social impact. Their role is central to ensuring the Taskforce’s recommendations and initiatives reflect the voices and needs of Luton’s communities.

Luton Council – Families First for Children Pathfinder Programme – member of the Child Protection Workstream, (2024–2025)  

Luton is one of seven local authorities piloting new reforms to children’s social care ‘Stable Homes Built on Love’ through the Families First Pathfinder programme. The programme explores and tests major reforms to children’s services, from family support to the edge of care, involving multi-agency partners. The aim is to understand how these reforms can be effectively implemented in practice and to improve early support and collaboration between services working with families and children.

Bedfordshire and Luton Community Foundation – Stability Fund (2024–2026)
Through this financial support, the Link Community Centre strengthens its organizational capacity to meet the needs of Eastern Europeans in Luton and surrounding areas. The funding sustains essential services in welfare, housing, education, employment, and community integration, ensuring both immediate solutions and long-term development.

Lloyds Bank Foundation – Racial Equity Programme (2023–2026)
This grant provides flexibility to support activities promoting inclusion and racial equity, taking into account the complex and diverse needs of the community. A holistic approach addresses physical, mental, and emotional well-being, contributing to both immediate assistance and sustainable long-term solutions.

Luton Council – Family Help Partnership Project (2024–2025)
The project supports Eastern European families in Luton through early and culturally sensitive interventions to prevent escalation into statutory services (e.g., social care). Its objectives include addressing needs in education, family dynamics, protection from abuse, and preventing exploitation or reoffending.

Luton Citizens’ Fund – Cultural Project (2024–2025)
This initiative brings together Eastern European and Roma communities through workshops in art, crafts, music, and dance, promoting cultural identity and creative expression. The outcomes are reflected in festive events and participation in local carnivals and festivals, strengthening belonging and cultural visibility.

Luton Council – Family Partnership Service – Outreach Project (2023)
The project supports vulnerable families and young people from Eastern European and Roma communities through collaboration between schools, FPS, and the Link Community Centre. Outreach workers and volunteers provide targeted interventions, counseling, and referrals to appropriate services, ensuring children’s healthy development and integration.

University of Bedfordshire – CTOP - Collaborative Targeted Outreach Programme (2023)
This project focuses on young people in Luton, Bedford, Central Bedfordshire and Milton Keynes, exploring how they make choices about courses and careers. It looks at the barriers preventing them from choosing health and social care and identifies ways to encourage more young people into these vital fields.

University of Bedfordshire – TLC - Talk, Listen, Change, (2023)
Based on the National Child Measurement Programme (NCMP), this research investigates why uptake and retention in Luton’s Healthy Lifestyles Programmes remain low. The aim is to understand the challenges faced by families and children and to improve services that support healthier lifestyles and wellbeing.

Luton Council – Supplementary School Grant (2022–2025)
Through the “After-School Club,” the project provides educational support for Romanian children facing language barriers and adaptation challenges within the British school system. Individual assessments and tailored plans maximize children’s potential while preserving their mother tongue and promoting their cultural heritage.

Department for Romanians Abroad (DRP) – Supporting the Romanian Associative Environment (2022)
Support for equipping the headquarters of Link Community Centre CIC, the representative organization of Romanians in Bedfordshire. The community center was equipped to provide educational and informational programs, meeting the needs of Romanians living, working, and studying in the UK, while promoting their interests and image.

Bedfordshire and Luton Community Foundation – Community Recovery Fund (2022–2024)
Key areas: Mental health, Social isolation, Vulnerable people affected by Covid-19 (all ages)

Activities included coaching sessions, self-development workshops, one-to-one support, healthy lifestyle sessions, and counseling, including connecting clients to benefits or services.

Luton Total Wellbeing – Social Prescription (2022)
Supporting individuals at risk of exclusion from work, school, or society. The project helped socially isolated people, those with emotional or physical difficulties, and minorities to access integration opportunities. It also focused on boosting self-esteem and reintegration into society, school, or the workplace through social activities.

Luton Council – Strategic Community Services (2019–2023)
Improving cohesion and integration of Eastern European communities in the UK by building a collaboration network between Eastern European and British communities.

​

University of Bedfordshire – Young Luton Voices (2022)
Researching the impact of Covid-19 on young people’s mental health to find solutions for improvement. The study also explored well-being, aspirations, challenges, and solutions to improve higher education and employment outcomes for young people from Black, Asian, and Minority Ethnic backgrounds.

University of Bedfordshire – Greenspaces Project (2022)
Research on green spaces aimed at:

  • Establishing the current level of engagement with green areas.

  • Understanding barriers and contributing factors in accessing green spaces.

  • Co-creating sustainable, scalable activities to overcome identified barriers.​

 

Combating Human Trafficking and Sexual Exploitation (2019–2022)
Eleven women were protected and eight arrests were made following a major operation against human trafficking and sexual exploitation in Luton.

London Luton Airport Ltd – Community Investment Fund (2019–2020)
Improving living standards and increasing active citizenship; supporting people in independent living and integration; improving mental health; providing leisure and cultural opportunities for Eastern European minorities; facilitating communication between students, families, and schools; and creating volunteering opportunities for new skills and experiences.

Update to the Social Services Subsidy Law (2013)
Organizations expressed concerns regarding the severe effects that the proposed law, under debate in the Romanian Senate, would have on social service beneficiaries.

​

Association “Arta EducaÈ›iei” – President Chiuzbaian Delia (2001–2012)
The association promoted educational interests in all fields; offered counseling and information for children, youth, students, and adults; and developed programs in education, social, cultural, sports, tourism, ecology, environmental protection, and social services.

​

Let’s Do It Romania! – County Coordinator (2012)
County coordinator for MaramureÈ™, which mobilized 11,000 volunteers and collected 5,400 bags of waste during the national cleanup campaign. The project included collaboration with local institutions such as schools,the Baia Mare Penitentiary and environmental authorities.

​

Traditional Romanian Constellations Project (May 2012)
Initiated by the Baia Mare Mineralogy Museum, Ethnography and Folk Art Museum, and “Arta EducaÈ›iei” Association. Funded by the National Cultural Fund Administration, it promoted Romanian cultural heritage through astronomy and folklore.

MaramureÈ™ for Moldova Campaign (2010)
Donation campaign to support flood victims in Moldova. The initiative collected clothing, shoes, mattresses, furniture, electronics, food, and water, coordinated by local authorities and NGOs.

Saving Energy, Giving Life a Chance (June 2010)
Environmental campaign organized by the MaramureÈ™ Energy Management Agency in collaboration with the County Council, Energy Auditors Association, School Inspectorate, and “Arta EducaÈ›iei” Association.

Dan Puric – “About the Beautiful Human” (November 2009)
Book launch and workshop held by Dan Puric, organized by the “Arta EducaÈ›iei” Association and partner organizations.

​

Waldorf School Baia Mare (1999–2008)

Project initiated by Chiuzbaian Delia in partnership with the Waldorf Nursery Baia Mare, holding the position of President of the Parents' Association (Arta Educatiei). Responsibilities included organizing activities with children and parents, and supervising teachers’ classroom activities.
